To get offline installer/ standalone the latest flashplayer you can try either :
a. http://download.macromedia.com/pub/flashplayer/current/support/install_flash_player.exe, or
b. go to google.com and search for keyword "Installation problems | Flash Player | Windows", the first result gets you to the adobe page, then search for link with title "Flash Player Plug-in (All other browsers)".
